2022 年 12 月 2 日，移民、難民和公民部部長和旅遊部長兼財政部副部長宣布加拿大正在將工作許可證擴展到臨時外國工人的家庭成員。
在此公告之前，只有當主申請人從事高技能職業時，配偶才有資格獲得工作許可。 從 2023 年 1 月開始，通過一項為期 2 年的臨時措施，加拿大針對所有技能水平的工人，以分階段方法，將在加拿大工作的資格擴大到配偶和適齡工作的子女。這臨時措施也包括醫療保健、貿易和酒店業工人的家庭。 據估計，超過 200,000 名外國工人的家庭成員可以開始在加拿大工作，為尋求在加拿大工作的外國工人提供更多機會
以確保其成功，臨時措施將分三個階段實施：
第一階段：加拿大對臨時外國工人項目的高薪人士或國際人才流動項目工人的家庭成員能夠申請開放式工作許可證。
第二階段：目標是在協商後，將措施擴大到臨時外國工人計劃低薪工人的家庭成員。
第三階段：與其農業商貿進行磋商，評估措施可行性，以擴大到農業工人家庭成員。
